Goyal says first tranche of India-US trade deal is finalized, legal drafting under way

India's commerce minister said the first phase of the trade agreement with the United States is settled and being drafted into legal text. A senior US diplomat said the main items are done.

Commerce and Industry Minister Piyush Goyal said on October 15 that the first tranche of the India-US trade agreement has been finalized and is in legal drafting, according to the Free Press Journal. The same report says Goyal added that India would operationalize the deal once it secures a competitive advantage over comparable economies. It gives no further detail on what that condition involves.

What US and Indian officials said

The US ambassador to India, Sergio Gor, spoke on the same day at the Bloomberg New Economy Forum in Delhi. In an IANS report carried by The Morung Express, Gor said the two countries are close to concluding the agreement and that, in his words, "The big picture, the big framework, the big items are done." He said talks have moved to product-specific and tariff-level questions, with US Trade Representative Jamieson Greer and Goyal among the senior officials involved. Telangana Today, also citing IANS, notes that the article gives no tariff rates, product lists or deadline.

The Free Press Journal reports that Commerce Secretary Rajesh Agrawal said the agreement would be signed and implemented after legal vetting, without giving a timeline. On October 16, at an Atlantic Council event, Finance Minister Nirmala Sitharaman urged an early conclusion, saying a deal would strengthen bilateral ties and benefit global trade, the same report says.

Background in the reports

The Free Press Journal says negotiations began in February 2025, after Prime Minister Narendra Modi and President Donald Trump agreed to strengthen trade relations. Under an interim framework announced in February, it reports, the US agreed to reduce tariffs on Indian goods to 18%. It says India is seeking favorable treatment for its exporters while protecting sensitive sectors, particularly agriculture and dairy.

Gor also said Secretary of State Marco Rubio will visit India soon, with engagements in Mumbai and Jamnagar focused on trade, investment and commercial partnerships. No dates were given, according to the IANS reports.

What is not yet known

None of the reports read gives a signing date, the tariff terms of the first tranche, or the contents of the legal text. Goyal's reported condition about competitive advantage and Gor's description that most issues are settled are both statements by officials and have not been independently confirmed in the reports read.

Still open

  • No signing date or timeline has been given in the reports read.
  • The tariff terms of the first tranche have not been published in these reports.
  • It is not clear from the reports what competitive advantage Goyal's condition refers to.
