Trump's 'energy ceasefire' between Russia and Ukraine: what the record shows

President Trump said both sides had agreed to stop hitting each other's energy sites. Neither government had confirmed an agreement in the reports read, and Ukraine reported fresh Russian strikes.

The claim

Russia and Ukraine have both agreed to an energy ceasefire, effective immediately.

US President Donald Trump, on Truth Social

Unconfirmed

Neither government confirmed an agreement in the reports read: Ukraine said it supports a ceasefire if Russia does and was awaiting details, and Russia's spokesman spoke of continuing talks. Ukrainian officials reported fresh Russian strikes on energy sites afterward, which the reports read do not independently verify.

Unconfirmed: No report we read verifies it independently; it rests on the claimant's word. What our labels mean

On Sunday, October 11, US President Donald Trump announced on Truth Social that an "energy ceasefire" between Russia and Ukraine was in effect. He wrote that it was effective immediately and that "Both parties have agreed," according to Dawn and The Sentinel. The post gave no terms, and the White House did not clarify it, AP reported. This note sets that claim against what the reports show.

What Kyiv said

Ukrainian President Volodymyr Zelensky said Ukraine supports a ceasefire and wants Russia to support it too, and that Kyiv was waiting for details from the US side (AP, Reuters). Dawn reports he told Axios that Trump's post was the first he had heard of a deal. Zelensky repeated Ukraine's stated position that it would stop hitting Russian refineries only if Moscow stopped strikes on Ukrainian power infrastructure, and said any deal would need real guarantees.

Reuters, republished by Ada Derana, reports that Zelensky later wrote on X that it was increasingly evident Russia was unwilling to accept an energy ceasefire. He said Ukraine had not attacked Russian refineries overnight.

What Moscow said

The first reports said Russia had not commented. Reuters later reported that Kremlin spokesman Dmitry Peskov said talks on a possible energy ceasefire were continuing and that more information would come in due course. In the same report he rejected Zelensky's proposal for a 60-day truce. None of the reports read has a Russian statement confirming that it had agreed to Trump's ceasefire.

Reported strikes

According to Reuters, Zelensky said Russia hit at least six energy sites in overnight and morning attacks, including a gas facility and a petrol station struck by drones. The Kathmandu Post, carrying Reuters, says Zelensky reported a strike on a combined heat and power plant in Kharkiv and that a Ukrainian official confirmed it happened after Trump's post. AP, via Mathrubhumi, reports Zelensky said several power facilities, including in Kyiv and Kharkiv, were hit on Sunday, causing outages.

On casualties, Reuters cites Ukrainian officials as saying Russian attacks on Sunday killed three people outside a grocery store in Kharkiv and three in Ivano-Frankivsk. Ada Derana's version of the Reuters report says Kharkiv municipal officials reported at least three killed overnight and at least 22 wounded in morning strikes on residential buildings. These figures come from Ukrainian officials; the reports read carry no Russian response to them.

Context the reports add

Reuters and Dawn both say Trump had announced an energy ceasefire in mid-September that neither side confirmed. Reuters links the latest announcement to US pressure on Ukraine over its strikes on Russian refineries and to high diesel prices before the US midterm elections, and cites a person familiar with the matter as saying Washington threatened to cut intelligence sharing and weapons supplies. Trump said in the days before that Zelensky should stop attacking refineries.

What the record shows

The claim that both parties agreed rests on Trump's post. Ukraine said it supports the idea but had not seen terms; Russia had not confirmed it, and its spokesman spoke of ongoing talks. Ukraine's reports of continued strikes are its own account and are not independently verified in these reports.

Still open

  • Whether Russia and Ukraine agreed to any terms, and what the ceasefire would cover, is not stated in the reports read.
  • The reports read carry no Russian response to the strike and casualty reports from Ukraine.
