Pakistan to chair IMF and World Bank boards of governors in 2027; role's weight is disputed

Pakistan's economic affairs ministry called the first chairmanship since 1953 a milestone. A former Indian IMF director and a Dawn analysis describe the post as largely ceremonial.

Pakistan has been named incoming chair of the Boards of Governors of the International Monetary Fund (IMF) and the World Bank Group for 2027, its first turn in the post since 1953, according to Pakistan's Ministry of Economic Affairs. The ministry announced it on Friday, October 16, at the plenary session of the 2026 annual meetings in Bangkok.

What was announced

Dawn and The Express Tribune report that Economic Affairs Minister Ahad Khan Cheema, who is also Pakistan's governor to the World Bank, was announced as the incoming chair. The ministry called the appointment a historic milestone. Dawn reported that the annual meetings ran from October 12 to 18 and drew more than 15,000 participants from 191 countries.

The Express Tribune reported that Cheema listed his priorities as amplifying the voice of developing countries, predictable development financing, coordination among multilateral institutions, and mobilizing private capital. It also reported that Finance Minister Muhammad Aurangzeb said Pakistan's fiscal deficit had fallen to a 22-year low and that the country had recorded three consecutive years of primary surpluses.

What the chair does

A Dawn analysis said the chair is selected at each annual meeting and serves until the next. It described the duties as mainly procedural and diplomatic, such as helping arrange meetings and setting the speaking order, and said the chair has no executive authority. It said the role brings no extra voting rights, no preferential access to financing and no power to approve IMF programs or World Bank loans, and that Pakistan would preside over the 2027 annual meetings in Washington, scheduled for October 4 to 9. Dawn said the claims about the chair's limits rest on the institutions' bylaws as cited in the analysis.

The dispute over its significance

KV Subramanian, India's former executive director at the IMF, posted on X on Sunday that the role is "purely ceremonial & rotates annually", according to a Press Trust of India (PTI) report carried by ThePrint. The report said he named Paraguay as this year's chair and Cabo Verde as the 2025 chair, and summed up his view as protocol rather than power.

The Free Press Journal reported that he also rejected comparing the post with India's G20 and BRICS presidencies, saying those involved shaping agendas for international cooperation while Pakistan would preside over a single annual meeting. The reports read include no response from the Pakistani government to his remarks.

Pending IMF funding

PTI reported that Pakistan is under a $7 billion Extended Fund Facility and a $1.4 billion Resilience and Sustainability Facility with the IMF. A staff-level agreement reached earlier in October, after the latest reviews, would let it draw about $1.2 billion, subject to approval by the IMF Executive Board. Dawn's analysis said the chair has no influence over lending decisions.

Still open

  • The reports read carry no Pakistani government response to Subramanian's remarks.
  • Dawn's account of the chair's limits relies on bylaws it cites but does not reproduce.
