Kolkata Durga Puja pandal crowd crush: toll reported at 19, seven arrested
A crush at the Chorbagan Sarbojanin pandal on Maha Saptami left 19 dead, per the chief minister. Death and injury counts changed through the night; seven were arrested and a judge-led SIT was announced.
A crowd crush at the Chorbagan Sarbojanin Durga Puja pandal in north Kolkata on the evening of Saturday, October 17, killed 19 people, according to West Bengal Chief Minister Suvendu Adhikari, as reported by Free Press Journal and Scroll. It happened on Maha Saptami, with rain falling. By Sunday police had arrested seven people, including senior office-bearers of the organizing committee, and the state had announced a special investigation team (SIT) headed by a sitting Calcutta High Court judge.
What happened
Kolkata Police said the incident took place at about 7:40 pm at the exit gate of the pandal, under Girish Park police station, according to Odisha Bytes. A senior police officer told PTI that when rain began, the crowd waiting outside surged forward and some people fell onto the road (ThePrint, PTI). The chief minister said an announcement by the organizers prompted the rush, per the same PTI report.
Death and injury counts, by source and time
The figures changed as the night went on and differ between outlets:
- Early evening, Oct 17: PTI, as carried by Telangana Today, reported at least 25 injured and no deaths.
- Later on Oct 17: Odisha Bytes, citing NDTV, reported at least 17 dead and said there was no official confirmation.
- By 11:55 pm IST, Oct 17: Free Press Journal reported the chief minister saying 17 people were brought dead and 25 were admitted, one critically. PTI also reported at least 17 dead and 25 injured.
- Oct 17 to 18: the chief minister put the toll at 19 dead and 25 under treatment (Free Press Journal, Scroll). Mathrubhumi said 17 of the 19 died on the spot and that 24 of the 25 injured were out of danger. A PTI report published by ThePrint gave 19 dead and 24 injured.
- Oct 18: Mathrubhumi and The Morung Express reported 14 injured people at one private hospital, all but one stable. Neither says how that figure relates to the 25.
Causes under examination
Police preliminary findings, reported on Oct 18, cite three factors together: sudden rain, an announcement telling people to leave because the pandal might collapse, and lapses in crowd management, including too few police and private security staff (Mathrubhumi, Morung Express). A senior police official said the rain played a role but did not excuse the organizers, calling the lapses severe. Eyewitnesses cited by Free Press Journal said announcements on entry and exit were confusing and that police were mostly near the VIP entrance. The same report says relatives of two of the dead told the chief minister that whistles blown by private guards caused a rush; that is a family account relayed by the chief minister, not a finding. An early Odisha Bytes account said part of the pandal collapsed, and a Mathrubhumi photo caption said an exit gate gave way; later reports do not resolve this.
Arrests, investigation and relief
Police detained 12 people on Saturday night, including organizers (PTI). By Sunday, Scroll reported seven arrests, including the committee's secretary and vice-president, two people in charge of security and a person responsible for construction work, and a suo motu case of culpable homicide not amounting to murder. Scroll also said 14 people were detained for questioning. Mathrubhumi reported the seven face culpable homicide charges. The SIT will include STF and CID officers.
The state announced ₹25 lakh and a Group D government job for each victim's family and ₹5 lakh for each injured person, plus treatment costs. Prime Minister Narendra Modi announced ₹2 lakh for each deceased person's next of kin and ₹50,000 for each injured person. Prohibitory orders under Section 163 of the BNSS were imposed in parts of Bowbazar from Sunday to Tuesday, and several large pandals were asked to close temporarily (Scroll). Home Minister Amit Shah visited injured people at a private hospital (Mathrubhumi).
Still open
- Reports differ on the number detained (12 or 14) and on the number injured (24, 25, or 14 at one hospital).
- It is not stated in the reports read who made the announcement, or whether any part of the structure failed.
- A headline from The Indian Express in the record gives 18 dead; that report could not be opened.
