Kharge asks Modi for all-party meeting on delimitation, citing 64 days without prorogation
In a letter on October 16, Congress president Mallikarjun Kharge said it was his fourth request since April. He asked the Prime Minister not to push another Constitutional Amendment Bill without debate.
The letter
Congress president Mallikarjun Kharge wrote to Prime Minister Narendra Modi on Friday, October 16, asking him to call an all-party meeting on the government's new delimitation proposals before they are finalized for Parliament. Congress general secretary Jairam Ramesh shared the letter on X, according to Odisha Bytes and Nagaland Post, which carries a PTI report. Morung Express gives the same account.
Kharge also asked that all parties be given enough time to deliberate among themselves and with other stakeholders. He warned the government against trying again to push a far-reaching Constitutional Amendment Bill through Parliament without adequate debate, referring to an earlier attempt that he said had met its fate.
The prorogation point
Kharge wrote that the Monsoon session of Parliament was adjourned sine die on August 13 and that, 64 days later, neither House has been prorogued. He called the delay unprecedented. The reports read do not explain why the Houses have not been prorogued and carry no response from the government.
The timeline as Kharge describes it
The reports present these dates as stated in the letter:
- April 11: Kharge first wrote to the Prime Minister asking for an all-party meeting before any Constitutional Amendment Bill on delimitation was brought.
- April 14: The government made the Bills public late in the evening, without holding the meeting, according to Kharge.
- April 16: A special session was convened. Morung Express lists the Constitution (131st Amendment) Bill, the Delimitation Bill and the Union Territories Laws (Amendment) Bill, all of 2026, as introduced in the Lok Sabha that day by Minister of State for Law and Justice Arjun Ram Meghwal.
- April 17: The Constitutional Amendment Bill on delimitation did not get the two-thirds majority needed in the Lok Sabha. Kharge described the margin as decisive.
- July 16 and August 27: He repeated his request for an all-party meeting.
- October 16: This letter, which he describes as his fourth request on the same point.
What the reports do not say
None of the three reports describes the content of the new delimitation proposals that Kharge refers to, and none says how the Prime Minister's office has responded. The reports give Kharge's account of events and include no comment from the government.
