Jayapal's 130 million voter-roll remark and India's rejection of it, set against the reports
A U.S. congresswoman said India is purging 130 million people from its voter rolls. India called the remark unwarranted and uninformed. The figure is reported; what it represents is disputed.
The claim
The Indian government is purging 130 million people from the country's voter rolls.
Rep. Pramila Jayapal
Scroll reports that more than 13 crore names have been removed from lists and draft rolls, which matches her figure. The Election Commission says the deletions are of absent, shifted, deceased and duplicate voters, and India's government calls the remark unwarranted and uninformed.
Contested: Credible parties dispute it, and the record does not settle it. What our labels mean
U.S. Representative Pramila Jayapal, a Democrat from Washington state, said on Wednesday, October 14, 2026, that she was deeply concerned about actions of the Indian government to purge 130 million people from voter rolls. India's government rejected the remark within two days. This article sets the claim against what the reports show.
What was said
Jayapal made the remarks in a post on X, according to Scroll. The report says she compared the move to the Trump administration's efforts at home to weaken voting rights, backed what she called non-violent resistance movements, and said Indians, like Americans, deserve free and fair elections. The purge she referred to is the Special Intensive Revision (SIR) of electoral rolls.
India's Ambassador to the U.S., Vinay Mohan Kwatra, responded on X on October 15 (U.S. time), describing her remarks as unacceptable interference in India's internal affairs, according to DNA India (ANI). DNA reports he said India is a vibrant democracy with independent constitutional institutions and is open to constructive conversation to clear up her misconceptions.
On Friday, October 16, Ministry of External Affairs spokesperson Randhir Jaiswal told a briefing the remarks were "unwarranted and uninformed" and amounted to interfering in the electoral practices of a fellow democracy, DNA India reported. Scroll's report on a later letter by U.S. lawmakers carries the same statement.
What the record shows on the figure
Scroll reports that the 130 million figure matches its own count of more than 13 crore names removed from voter lists and draft rolls since the SIR began in Bihar in June 2025. DNA India says it did not independently verify the figure. The Election Commission of India is conducting the SIR in phases across the country, DNA notes.
The Commission has said, according to DNA India, that lists of absent, shifted, deceased and duplicate voters were publicly displayed and shared with political parties, and that people whose names were deleted can apply for enrolment at any time.
The two sides therefore describe the same exercise in different terms. Jayapal calls it a purge. The Commission's account, as reported, is that the deletions cover voters who are absent, have moved, are deceased or are duplicates, with a route to re-enrol. The reports read do not break down the removals by those categories or say how many deleted voters have re-enrolled.
Context
Scroll reports that protests have taken place in India since October 2, demanding that Chief Election Commissioner Gyanesh Kumar resign and that the SIR be suspended, and that about 7,000 protesters were reportedly detained in Delhi on October 10.
Still open
- How many of the removed names belong to eligible voters is not established in the reports read.
- The reports read do not say how many deleted voters have re-enrolled.
