India invites Pakistan's culture minister to first SCO Civilisational Dialogue Forum in Delhi

India has invited all SCO members, including Pakistan, to a forum in New Delhi in November. Many outlets call it the first such invitation since Operation Sindoor, while several relay officials saying it has no bearing on bilateral ties.

India has invited Pakistan's Minister for National Heritage and Culture, Aurangzeb Khan Khichi, to the first Shanghai Cooperation Organisation Civilisational Dialogue Forum in New Delhi, scheduled for November 20 to 22, according to diplomatic sources (Business Today, PTC News, WION). Invitations have gone to all 10 SCO member states (DNA India, India Today, Republic World).

What every report agrees on

Reports agree that the forum was proposed by Prime Minister Narendra Modi at the SCO summit in Tianjin (DNA India, The Hindu, The Times of India, The Economic Times), and that it aims to strengthen people-to-people ties and cultural understanding within the grouping (The Economic Times, Business Today). The Hindu reports it will be organised by the Ministry of Culture and the Ministry of External Affairs (The Hindu), and Outlook says Modi is expected to inaugurate it at Purana Quila (Outlook). Republic World reports that Islamabad has yet to confirm its representative (Republic World).

How the left-leaning press told it

The Indian Express, Outlook, Hindustan Times, The Hindu and The New Indian Express: First invite, but multilateral

Outlets rated centre-left split their emphasis. The Indian Express and Outlook led with the invitation as the first to a senior Pakistani minister since the hostilities around Operation Sindoor (The Indian Express, Outlook), while Hindustan Times relayed officials saying the multilateral initiative has nothing to do with bilateral relations with Pakistan (Hindustan Times). The Hindu and The New Indian Express reported it mainly as Modi's SCO cultural initiative (The Hindu, The New Indian Express).

How the right-leaning press told it

India Today, Republic World, ABP Live, The Times of India, The Economic Times and Swarajya: First invite, but multilateral

Outlets rated centre-right and right carried the same mix. India Today and Republic World, rated centre-right and right, headlined it as the first invitation since Operation Sindoor (India Today, Republic World), while ABP Live noted strained bilateral ties and presented the forum as an SCO initiative adopted by the grouping (ABP Live). The Times of India and The Economic Times reported it as a routine part of hosting the forum (The Times of India, The Economic Times), and Swarajya, rated right, relayed The Hindu's report (Swarajya).

How the centre told it

WION: Routine multilateral SCO invitation

WION, rated centre, reported that invitations went to culture ministers of all SCO member states as well as dialogue partners and observers, placing Pakistan's invitation within the grouping's routine (WION).

The coverage of this story does not divide along left and right lines.

What the record shows

The Ministry of External Affairs said India invited all SCO members, dialogue partners and one observer (Eastern Mirror), and officials quoted by Hindustan Times said the invite is unrelated to bilateral ties (Hindustan Times). CNBC-TV18 reports bilateral ties remain frozen while multilateral engagement continues (CNBC-TV18). Bangladesh's bdnews24, citing India Today, says the invitation was first announced by Defence Minister Rajnath Singh at an SCO meeting in Dushanbe on October 20, which Pakistan's Deputy Prime Minister Ishaq Dar attended (bdnews24.com). Details differ: The Indian Express gives the dates as November 20-21 (The Indian Express) while others give November 20-22 (DNA India), and The Hindu's headline calls it a first since 2023 (The Hindu). Swarajya reports more than 25 countries will be represented (Swarajya).
