AAP says Punjab CM Mann held three hours at Delhi airport; customs sources cite undeclared goods

The party says Bhagwant Mann was stopped for about three hours on his return from Paris and issued a Rs 50,000 challan. Customs sources quoted in some reports attribute the penalty to undeclared items.

The Aam Aadmi Party alleged that Punjab Chief Minister Bhagwant Mann was held for about three hours at Delhi's Indira Gandhi International Airport late on October 19 after returning from Paris, and was issued a Rs 50,000 challan (The Times of India, India Today, Odisha Bytes). Mann had travelled to the SIAL food trade fair in Paris, where he launched two products under MARKFED's SOHNA brand (Hindustan Times), after the Punjab and Haryana High Court allowed a state government plea against the Centre's denial of political clearance for the visit (Mint). Customs sources quoted in later reports said the penalty was imposed because certain goods were not declared (Business Today).

What every report agrees on

All the reports describe the same sequence: Mann returned from Paris, was held up at Delhi airport, and a Rs 50,000 challan was issued (Odisha Bytes, The Indian Express, The Free Press Journal). AAP's Punjab media in-charge Baltej Pannu said officials repeatedly cited Mann's luggage, saying it was still arriving or being checked (Odisha Bytes, The Economic Times), and AAP Delhi president Saurabh Bharadwaj said Mann was stopped for roughly three hours and criticised what he called the Centre's arrogance (Hindustan Times, ABP Live). The party linked the episode to repeated refusals of permission for Mann's foreign visits (Deccan Herald, India Today, The New Indian Express). Reports also agree that the trip was made to promote Punjab's products at the Paris fair (The New Indian Express, ABP Live).

Hindustan Times, Deccan Herald, The New Indian Express and The Indian Express: Centre targeting Punjab CM

Centre-left outlets largely carried the AAP account. Hindustan Times led with Bharadwaj's claim that Mann was stopped for about three hours and his criticism of the Centre (Hindustan Times). Deccan Herald foregrounded the party's line about pressure from above and tied the episode to repeated denials of permission for foreign visits (Deccan Herald), while The New Indian Express framed it around obstruction of Punjab's promotional travel (The New Indian Express). The Indian Express ran a short PTI-based item and noted the party did not say why Mann was detained or fined (The Indian Express).

The Times of India, India Today, The Economic Times and ABP Live: Allegation set against BJP questions

Centre-right outlets split between the two readings. The Times of India and India Today led with AAP's allegation, quoting Pannu on a deliberate attempt to humiliate Mann and undermine Punjab's dignity (The Times of India, India Today). The Economic Times ran an explainer setting out Pannu's account of the luggage delays without resolving the question (The Economic Times). ABP Live reported the AAP claim alongside BJP questions about the trip's purpose and expenses at a time of drug abuse and law and order problems in Punjab (ABP Live).

How the centre told it

Mint: War of words over fine

Mint presented the episode as a dispute between the two parties, reporting that Mann was stopped and fined Rs 50,000 by customs officials and citing the BJP's allegation about Rs 2.5-lakh shoes and suits (Mint). It also set out the court context, noting the High Court had allowed the state government's plea against the Centre's denial of political clearance (Mint).

What the record shows

The reports do not settle why Mann was held. AAP's version rests on Pannu and Bharadwaj: that luggage checks were the stated reason, that officials spoke of pressure from above, and that the Centre was targeting Mann (Odisha Bytes, Deccan Herald, Hindustan Times). Against this, Business Today reported customs sources saying the penalty followed undeclared items in his luggage (Business Today), and Mint carried the BJP allegation that he brought in shoes, suits and perfumes worth about Rs 2.5 lakh without declaring them (Mint). The Free Press Journal set the AAP claim of political pressure beside reports citing customs sources on undeclared goods, without choosing between them (The Free Press Journal). The Indian Express noted that AAP itself gave no reason for the detention or the fine (The Indian Express). No report cites an on-record statement from the customs department or the Union government.
